Russ May Have Had Mine 'Tip'
WASHINGTON (UPI) --Sen. Hugh Scott, R-Pa., said Friday he believed it was likely that President Nixon informed the Soviet Union and mainland China in advance that he might take strong military measures against North Vietnam.
At a meeting of the Overseas Writers, an association of foreign affairs writers, Scott emphasized that he did not know for sure.
"It is impossible to say. But from what I know of the White House and of the way that diplomacy is being conducted it seems to me that in all probability the United States reserved to itself, within the rules of war, action beyond what it had been taking," he said.
